without power. this morning the re >> your realtime captioner: linda marie macdonald. super storm sandy's path every destruction. 50 people dead, millions without power. this morning, the recovery process begins. and the floats are ready, the balloons are getting blown up. san francisco preparing for millions of giants fans. >> some fog and drizzle now, but could rain move in for the parade? we'll talk about that coming up. >> and if you are planning on heading into san francisco this morning, for the ticker-tape parade, all mass transit so far on time. much more on the parade coming up. >> good morning. i'm frank mallicoat. >> i'm michelle griego. it's 5:00. the recovery from the super storm sandy is continuing. it's a huge. >> it be wil take months. at least 55 people are dead, more than 6 million homes and businesses still without power, down from 8.5 million at the worst. the total cost could hit $50

billion. cbs reporter ines ferre is in new york where the city is beginning to bustle again. >> reporter: new yorkers are trying to regain a sense of normalcy. they are trying to restore power and mass transit. reporter: the storm moved away from the shore but the devastation left behind is obvious. homes devastated or destroyed, boats tossed ashore. >> very difficult day. >> reporter: the national guard spent the day rescuing stranded residents in moonachie and little ferry, new jersey. tidal surge up the hackensack river pushed five feet of water into the two towns in just 45 minutes. >> within a matter of minutes where the basements are completely flooded. we're just waiting for this rescue. >> reporter: president obama will tour the devastation in new jersey today. >> the most important message i have for them is that america is with you. >> reporter: it could take days or weeks to restore power to the 8 million people who lost electricity. >> how are you going to stop

water? >> reporter: in new york, some subway lines and tunnels are still flooded. officials say it could be days before the trains are running again. signs of life are returning not too far from me, the new york stock exchange will be back up and running. traders say it's important to show the world that new york is open for business. >> we have a plan for recovery and that recovery is already beginning. >> reporter: flight operations will resume at jfk and newark airports today. but laguardia was badly damaged and will remain closed. for some, the recovery will take months, possibly even years. a fire destroyed more than 80 homes in this queens neighborhood. >> everything was on fire, flames 50 feet up in the air. the whole family lost everything. >> reporter: but almost unanimously the people in breezy point say they will rebuild. and one other concern besides no power in some areas. cell service is very spotty making it that much more difficult for people. live in new york, ines ferre.

now back to you. >> thank you. we are going to check back with ines later in the show and talk more about the recovery efforts on the east coast. pg&e crews are in new york this morning to help restore power to the families there without power. 150 troubleshooters, linemen and engineers from all across california boarded a plane at mather field last night. crews say they are used to battling bad weather here in california but the one thing that worries them is getting lost. >> the biggest thing i think is not being familiar with the area. good thing i have, you know, gps and all that. it will help me out a lot because we won't have any maps and i've only been there as a tourist. >> a fleet of pg&e utility trucks is also en route. air service to and from new york city is slowly resuming. newark airport got back in action about an hour ago.

jfk will be open later this morning. but laguardia is still shut down and it's still covered with water. take a look. more than 18,000 flights have been canceled nationwide. hundreds right here in the bay area. and some taxis are rolling again in new york but others are still under water. this is a shot from hoboken, new jersey. many of the deaths due to the storm are blamed on falling trees. this is amazing video right now. home video caught this sight of a giant tree uprooted in long island during the height of the storm. snow is still falling in the appalachians. it's a problem in six states from north carolina to pennsylvania. parts of western maryland are buried under more than two feet of snow. >> it is a mess out there. the storm has also toned down the rhetoric of the presidential campaign trail with the election six days away next tuesday. republican challenger mitt romney urging supporters to donate during a storm relief event yesterday. this was in kettering, ohio.

he is scheduled to attend three campaign events today in florida. as mentioned earlier president obama will be on official business only today touring storm damage areas along the eastern seaboard. for now he is leaving the campaigning to former president clinton and other high-profile supporters. the latest cbs news/new york times poll taken before the storm shows that the president has a 48-47% lead among likely voters. he had a three-point lead in the same poll a month ago. it will be interesting to see if this has an effect on the election tuesday because they really do have to tone it down. >> they do. and we have seen that actually in the last couple of days. 5:05. let's check on the weather. >> we have a big parade. >> we have a big parade today. the parade of champions for the san francisco giants as they come back to town. well, we have the clouds outside right now. fog, drizzle and beautiful colors over san francisco.

halloween, too. temperatures running in the 50s outside. i think as we head throughout the day today, we are going to see some clouds rolling in and on the increase and wouldn't you know it, a chance of rain developing. the good news is it stays dry for the parade but as we get into the evening hours for the trick or treaters it could be wet especially in the north bay. temperatures going to stay on the cool side today usually in the 60s and 70s, well below the average about 3 to 8 degrees below average around the bay area and clouds and rain are on the way. let's check the roads now with elizabeth. >> we are just getting word of a new accident eastbound 24 before the caldecott tunnel towards orinda. we'll talk about that coming up. but it sounds like lanes are blocked. in the meantime check out this live camera of the dublin interchange. westbound 580 so far a 15- minute drive time leaving the altamont pass heading towards the dublin-pleasanton area. so no incidents just your usual commute heading towards the 680 interchange. elsewhere to our maps and there is dense fog as lawrence mentioned. chp issued heavy fog advisories

for the city highway 1 and 35, so especially heavy also through marin county and at the coast. that is traffic. back to you guys. >> thank you a big party set today for the world series champs. cate caugiran has information on the parade preps. >> reporter: good morning. actually just got a good list of what to expect to see at the parade or who we can expect to see at the parade. i know that it's going to start with a musical performance by beach blanket babylon and of course your favorites, giants president larry baer, bruce bochy, world series mvp pablo sandoval, ryan vogelsong and matt cain just a couple of the things that you can expect today but you can see they are already setting up. the barricades are set and we have seen a smattering of fans staking out their spots along market street so yes, the city has been working nonstop to set up the stage from market all the way to civic center plaza. the big challenge for fans will

be getting here. as you look at the bay area transit groups, they say today they have all hands on deck. they are advising fans along with giants pride, patience will be eevention today. >> leave your car at home. walk, ride a bike, use public transit. >> reporter: if the celebration is anything like 2010's big celebration we can expect a million people to take part in the parade. the route starts at the foot of market street and go straight to city hall so you can see already that major stretch of traffic will be closed. mass transit is the best way to get there. bart will have extra, extra traipse on caltrain, more shuttles and ferries.

we want to show you the balloons just about ready to be connected to hang over market street to pave the way to civic center plaza. it's going to be a good day of celebration. civic center plaza is where it's going to end. that's where we find my colleague anne makovec. good morning. >> reporter: good morning. it's going to happen here at about 7 hours from now. the party is going to arrive here in front of city hall but you can see several dozen people already staking out their spots. in front of city hall. the city is preparing for a party. if anybody gets out of line police and city prosecutors plan to go after them big time after trouble on sunday night you might remember. vandalism and violence in this city. graffiti smashed windows and several trash can fires, as well. there was one picture that came out of all of this that got a lot of attention. police say the man in the picture that we are about to

show you there a 22-year-old man was identified after people saw the photos on social media. it was reposted 18,000 times. that transit bus was torched. he was arrested yesterday. >> there's a mob mentality damaging the bus and a mob mentality online, get this by to. >> should be a happy time with people celebrating with each other not messing up public property. >> total of 36 people were arrested for sunday's violence 23 for felonies. the city attorney and d.a. say they will also seek civil litigation and monetary restitution to pay for the damage. we have seen a lot of people selling counterfeit goods around the downtown area over the last several days. the city says do it at your own

a blizzard in west virginiat exactly a bad thing for this dog. here's marley romping in the snow in the town of daniels, his hurricane sandy knocked out power and caused a blizzard in virginia. not bad if you're a dog. marley is romping around in daniels, west virginia. the pooch woke up to about 18

inches o snow in the backyard and said let's go. no major problems on roads. we are following a couple of different accidents but the big news is the giants parade going on. so they are going to shut down some streets in the next couple of hours. so 9:30 we're hearing market and mission will be closed down as well as the cross traffic so yeah, it's going to have huge implications for much of the day traffic-wise. muni will be impacted any line through civic center plaza. a lot of mast is ramping up service including bart running longer commuter trains all day long. halloween is a busy day for bart anyway so this is going to be possibly a record-breaker for bart. muni also ramping up service with caltrain and extra ferry service from vallejo, oakland, alameda and marin county. on the roads, i mentioned a couple of different accidents we're watching including this one apparently still blocking one lane of northbound 880

approaching winton so no major delays. that's the good news. this is that other accident heading towards the caldecott tunnel. eastbound lanes of 24. so sounds like that's an overturn blocking one lane towards orinda. we have a lot of dense fog out there. with more on that, here's lawrence. >> we have dense fog and drizzle showing up especially at the coast. but we have a cold front headed toward the bay area and rain becoming likely as we look toward the afternoon. cloudy skies just about everywhere you go. we have drizzle out there as well so be careful. of the roads are slick this morning. by the afternoon may have a different problem some rain may start in parts of the north bay. mainly north of the golden gate bridge. temperatures will be cooler with increasing clouds throughout the day. here's your cold front sliding in toward the coast. bringing rain to far northern parts of the state now just beginning to clip the state at the time. but throughout the day it's going to sag further to the south so that will bring with it an increasing chance of some rain but i think it holds off for the parade but as we head toward the evening hours for the trining or treaters that could change. -- trick or treaters, that

could change. clouds this morning and increasing clouds during the day. parade time looking dry in san francisco at 11:00 a.m. but in the evening hours, here comes the cold front, rain likely especially in the north bay and then sweeping through the south throughout the night so trick or treaters be aware of showers especially in the north. temperatures in the 60s toward the next couple of days, maybe couple of leftover showers on thursday morning then dry things out. this next weekend back into the 80s in spots inland and offshore winds nice through monday and tuesday, too. that's a look at weather. back to you. >> thank you. new this morning, a bank robbery suspect is in jail after a long standoff in santa clara. a bank of the west on business circumstance until san jose robbed just before 3:00 yesterday afternoon. police tracked the suspect to an apartment building near pruneridge and saratoga avenues. a number of residents had to be evacuated. >> santa clara police negotiators made tip with us efforts to make contact with

him and eventually negotiate his surrender. >> that suspect finally arrested just before 10:00 last night. so far no word on his connection to that apartment. the force is moving on to the magic kingdom. george lucas agreed to sell lucas film to the walt disney company for an astounding $4.1 billion. included in the deal, the lucas film campus in san francisco's presidio which employs up to 1400 people. there is no word on job cuts. lucas says it's time to pass the company to a new generation of filmmakers. >> it was a perfect match of two companies that are constructed similarly, do the same kind of product. >> disney says there is a plan in place for "star wars" 7, 8 and 9. disney hopes to have the next installment in theaters in 2015. >> "star wars" 1, 2, 3 the prequel -- not so much. the first three were great. last three not so great.

we are looking at the prospect of a couple of showers around the bay area right in the evening for trick or treaters. be prepared. you could see a couple of raindrops late in the day. >> looks good on the bruce hensel, 880/237. looks like we are following an overturn accident eastbound 24 towards the caldecott tunnel. the oakland arizona are making news. they are doing some wheeling and dealing. pitcher dallas braden pitched a perfect game 2010 sat out last year leaving the team to become a free agent and josh reddick new guy this year has earned a gold glove tore playing right field named the american league's best defensive right fielder in a vote by the managers and coaches. did a traffic job for the as. reddick is the first oakland a to win the award since eric chavez in 2006. opening night for the nba

super storm sandy moves on and the grueling recovery begins for millions on the east coast. >> top priorities restoring electricity and getting mass transit back on track. >> from massive flooding. >> we'll assess the damages and we'll rebuild and that's the way it new jersey. we don't back off. >> to toppled trees. >> to give you an idea of just how powerful sandy was, home video caught this amazing sight. >> signs of life are returning not far away from me. the new york stock exchange will be back up and running this morning. >> and i don't think that the preparations for this parade have stopped since that big win. >> reporter: a muni vandal busted after his picture goes viral. police say he is the guy in the center of the picture that shows the ugly side of the giants celebration on sunday. >> sad. i mean, you know, kind of marred a great moment for us.

head count in new jersey and new york? have they recovered and found everybody? are they still searching for folks who might be trapped? >> reporter: they this morning were also in the area throughout the night and this morning. the problem has been during nighttime especially and now, there are downed wires, live wires, underneath water. so they have to be very careful when they are doing their rescue missions. but certainly, the area of new jersey is the one that's the most concern right now. in new york, they are definitely still assessing all the damage but everybody has been accounted for. >> ines, with these widespread power outages, is crime -- does that seem to be a problem? >> well, there's a lot of security on the streets. and especially on the streets that don't have any electricity it. so at nighttime when we were

driving last night and early this morning through lower manhattan, you can see police cars pretty much on almost every street. they are certainly patrolling the whole area. it's dark. it's pitch dark where there are many buildings in lower manhattan so as far as that's concerned there's a lot of security. >> ines, i take it you live in the greater new york area. is it tough to get to work? what's it like? are people back on the streets? is everyone a little shellshocked right now? >> reporter: well, i would say that yesterday people were very shellshocked and they there were just people sort of roaming around especially the tourists who don't know what to do. i spoke to some tourists who couldn't take a flight back to their home country to turkey and they were just staying here at a hotel that had no electricity. you can imagine the frustration. but it's one of those situations where people get around by taxis. there are 4,000 taxis in

manhattan. but those are very much in demand. so people will get -- a bunch of people will get in one taxi may not know each other and going in the right direction. that's what new yorkers do. >> they are starting to bustle again out there in the streets. another question. what are you hearing about the damage total? i know it keeps changing. upwards of $1 billion? >> reporter: yes. we have heard the damage is in the billions of dollars. and it seems like that number keeps on rising as authorities just assess the situation. not only that, not only is there damage to homes, to structures, but there's also the fact that you have revenues that just aren't coming in because there are stores that are closed, the mass transit is

closed. so on that side, on that end as well, you're losing money. >> it's going to cost a lot of money to get things up and running again, the subway system. i know one of the new york airports still shut down. it's a mess. ines ferre live for us in new york. thank you. and two new york city airports are re-opening today newark and jfk but laguardia is still shut down. take a look. it looks like a lake out there. more than 18,000 flights have been canceled nationwide. hundreds right here in the bay area since the storm struck. a few dozen flights to and from the bay area are canceled or delayed for today and tonight. to give you an idea of just how powerful sandy was, this home video caught this amazing sight a giant tree uprooted on long island during the height of the storm. many of the deaths blamed on sandy were from falling trees. and here's why you should never go near a downed power line. this is from new jersey where a car was electrified by a live

the temperatures now running in the 50s outside but cloudy skies and more clouds to come. we have a cold front sliding in toward the bay area and here it is, some showers beginning to show up in the far northern corners of california. but this is going to drive down to the bay area by late in the day and rain becoming more likely in the afternoon in the north bay. temperatures running cooler than average usually 60s and 70s but with all the clouds we are going to be running three to eight degrees below average. more rain is on the way for the trick or treaters. we'll talk about that coming up. let's check the roads with elizabeth. >> for right now, pretty good not too bad towards the bay bridge toll plaza. it will get busier this morning because of the giants parade so right now you can beat the rush, no metering lights no delay across the upper deck. that overnight roadwork has been picked up on the incline. mass transit another great option if you are trying to get into the city today. bart ramping up their service using their longer commuter trains all day long. muni, caltrain, ferries, also

adding extra service just for the parade later on this afternoon and this morning. so right now we're following a couple of different accidents. eastbound lanes of 24 they just issued a traffic alert because they have two lanes block off. there is an overturn crash again right there heading towards the caldecott tunnel. slight delays in oakland towards orinda. westbound 24 so far looks okay. but again it sounds like possibly the right bore is blocked. northbound 880 on winton avenue slow lane blocked off because of an earlier crash. back to you guys. >> liz, you got your orange on, i see. >> we all do. >> the excitement is building. giants big world series victory parade is today. it's exciting. cbs 5 reporter anne makovec will have more on the warnings to the rowdy fans out there but first cate caugiran is live along the parade route where people are already lining up. already, cate? >> reporter: i feel like we

have a good spot because they are setting up balloons and will set up the stage for where the confetti will go. it's going to be exciting. also we found out who is on the list of speakers for the parade. expect your favorites, bus. posey, ryan vogelsong, of course your mvp pablo sandoval. the city has been preparing. you can see in this video right now the city was busy working to set up that grand stage at civic center plaza and bay area public transit has been making sure that you can get there. bart tells us ridership during this parade two years ago set an all-time record and they say if this is anything like the city's last world series celebration, bart is expecting more than 100,000 riders on bart today. >> we have all hands on deck. we're not holding anything back. we are going to have every, single train that's available starting at 4 a.m. and running all the way until the end of service. >> now, the world series win is even sweeter the second time

around. today the giants are expecting a million people to cheer them along this parade route. so your best bet is to take mass transit. bart is planning to expand rush hour service for the entire day. there will be extra trains on the caltrain system. muni is also planning extra shuttle services with more metro shuttles and the golden gate bridge district is putting extra ferries on the schedule. so take a look at the parade route right now. this is the parade route at the foot of market street near the ferry building and it's going to head from there straight on to city hall. we are now at the beginning like we mentioned earlier, they are constantly setting up getting ready to putup the stage for people. the action will end at civic center plaza where we find anne makovec. how is it looking? >> reporter: the party begins here when the parade ends. the presentation is supposed to

start at 12:30 this afternoon but people are already lining up including the group of private security guards that just arrived here on scene trying to make sure that everybody stays under control and if my photographer can pan around here to the lawn you can see the dozens of fans that started lining up in the wee morning hours. they are going to be here for about 7 hours making sure that they have the best spot. but again, with the private security cars, the police out in full force making sure they have all people that they can in gear it combat any hooliganism that might come from this celebration. that is after several hot spots of vandalism and violence in the city on sunday night. looking at video in sunday night, graffiti, smashed windows, trash can fires and other random bonfires in the street. and you may have seen this picture on social media. it got a lot of attention. police say this man 22-year-old gregory tyler graniss of san francisco was identified after several tips came in from people who saw the photo

circulated on social media. the transit bus there was also torched. graniss was arrested yesterday on felony vandalism charges as well as injuring or destroying a passenger transit vehicle. >> just seems like such an overt act of violence and disrespect to the city that it seemed like it was appropriate to put his picture up and say hey, wonder who this is. >> and that is how police helped track him down. total of 36 people were arrested for sunday's violence, 23 for felonies and there may be more arrests to come. the city attorney and d.a. say they are also going to seek civil litigation and monetary restitution to help pay for the damage. now, they are also on the lookout today for counterfeit goods. a lot of people selling counterfeit t-shirts, hats, giants gear. so police have a lot of things to look out for but they are planning for a big celebration. live in san francisco, anne makovec, cbs 5. >> last year it was actually or two years ago it was pretty family-friendly so hopefully folks will be the same this

all kinds of stuff. >> crazy. stock futures are higher ahead of the first trading day on wall street this week. mayor bloomberg will welcome traders back this morning and ashley morrison of cbsmoneywatch.com is back, as well. good morning, ashley. >> reporter: good morning, frank and michelle. that's right. tech futures are higher also overseas markets rose this morning on an increasing tolerance for risk in asia tokyo's nikkei gained about 1% while hong kong's hang seng rose almost .5%. the new york stock exchange is back open this morning after a two-day shutdown because of hurricane sandy. it's the first time since 1888 that the exchange remains closed for two consecutive days because of weather. officials say the storm did not cause major damage to the building, and the trading floor is fully operational. traders are preparing for a hectic day. sandy delayed the release of the latest consumer confidence index and dozens of companies postponed releasing earning reports but there is positive news on housing. home prices rose 2% in august

in nearly all u.s. cities so good news with that. >> that is some good news. ashley, we know gas prices actually declined after the storm shut down some major refineries on the east coast. >> yeah. actually all six oil refineries on the east coast were affected by the super storm. during the storm, most had either shut down or ran on reduced capacity. they are now getting back up to speed but two of the refineries in new jersey still have no power. and the national average for a gallon of regular fell about a penny to $3.53. that's 11 cents lower than a week ago an with many roads shut down, drivers won't be filling up as much which will then slow demand for gas pushing prices lower possibly. >> what's your commute into work been like? what's it like working in new york city the last couple of days? >> reporter: crazy. driving in this morning, all of 95, there are no lights on. so i was going down the road, it looked like a country road. i almost for a moment thought should i even be on this road? so dark. took me a long time to get in. the city is very, you know, a

lot of things are not -- are running on backup but i will tell this. i slept through the entire hurricane. >> you needed the rest. >> that tells what you kind of sleeper i am. fences torn down, my nanny was scared out of her mind, my son was scared. i slept through it. >> glad you're doing okay. weather locally we have a parade. how are we looking? >> we are going to do okay although we'll see increasing clouds throughout the day. we are seeing fog and drizzle this morning. out the door damp at the coast temperatures mild right now mainly in the 50s out the door. skies mostly cloudy now more clouds on the way toward the afternoon. but in the afternoon, those are going to be storm clouds moving in. a chance of rain developing in the north bay late in the day.

the temperatures cooler than average into the 60s for highs. here's this low off the coastline now and you can see the clouds beginning to gather and move toward the bay area. so the cold front on approach here likely to bring some rain in the latter part of the day. and then it looks like probably right about that time when trick or treaters are headed out in parts of the north bay. you're going to see some of that rainfall. let's time it out. we have the parade today starting out with mostly cloudy skies early on. we head toward parade time in the middle of the day we should stay dry for that. we'll see a lot of clouds, cool mainly into the 60s but the cold front still lingering to the north and then toward trick or treat time in the evening hours this sweeps in across the north bay maybe even parts of the central bay. south bay dry but even later more rain. wet halloween around the bay area. 60s for highs today so cooler than average. by the afternoon the rain begins to move in. the showers could continue into tomorrow morning and then we dry things out. i think friday looking good. and by the weekend, back to some offshore winds returning to 80s and much warmer weather

as we look toward the beginning of next week. let's check the roads with elizabeth. >> it's the parade of champions day so we are watching all streets around san francisco tell you what's going on. it's been a mess traffic-wise through much of the day. when the parade lets out we are expecting the rush of people getting home. market, mission, streets impacted shut down around 9:30 this morning. the estimated time when they will reopen is 5:00 hopefully in time for the evening commute. but again they have wait for the parade to wrap up and street sweepers to move through. so much of the day market and mission as well as no cross traffic. so mass transit we have been telling you always a great option for getting into the city. bart is running the longer commuter trains all day long. muni going to be impacted. caltrain and ferries ramping up. on the roads watching a couple of different accidents including both directions near the caldecott tunnel. one westbound 24 approaching broadway that accident is now

for right now, pretty quiet on bay area bridges. here's a live look at the golden gate. despite delays at the bay bridge toll plaza, and no delay across the san mateo bridge. much more "timesaver traffic" coming up. if you have 14 kids no wonder octo-mom is exhausted. the california mother checked herself into rehab in l.a. this week citing anxiety, exhaustion and stress. in a statement, she said prescription meds weren't working and she needed a treatment program to help in her recovery. three nannies and two of her friends plan to care for her 3- year-old octuplets and her six older children. >> did you see all those children? hurricane sandy forced a new york hospital to evacuate 300 patients floor by floor. >> some babies who were transferred were extremely fragile. one of them was a newborn girl weighing 2 pounds barely two weeks old among the first out of the neonatal intensive care unit hospital in new york some on battery powered respirators.
